Job Summary

Job Overview
The Benefits Specialist is responsible for accurate and efficient benefit administration and cost analysis. The incumbent will recommend ways to provide cost effective benefits administration. The Specialist will provide  support focused on employee benefit education, engagement, compliance and regulations within the health and welfare benefits arena. 
 
Responsibilities
Essential Functions of the Benefits Specialist include:

  • Employee Engagement:

    • Deliver high-touch, caring, and confidential administration of NYRA’s benefits to guide employees and retirees through all life event benefit provisions, eligibility and employee self-service portals.

    • Independently monitor, identify, escalate, and respond to inquiries to enhance the employee experience.


  • Employee Benefit Administration:

    • Own the entire lifecycle of employees’ benefits; ensuring timely delivery and accuracy.

    • Manage the annual employee benefits open enrollment, including but not limited to, employee communication materials, employee self-service portal and records, and system testing.

    • Serve as subject matter expert on leave administration; meet with employees prior to the leave through return to work while continuously communicating with their manager and HR Lead, keeping all parties informed of status.  

    • Provide CBA administration analytics, recommendations and support as it relates to employee benefits. 

    • Monitor and validate the accuracy of the data in the HRIS system and vendors portals for consistency and accuracy to minimize financial risk to NYRA.

    • Reconcile accuracy of benefit plan invoice and ensure timely payments.

    • Assist with any RFP processes and transition work.


  • HR Reporting and Technology:
    • Provide timely and accurate reports, analysis and recommendations.

  • Compliance:
    • Stay current on regulatory and compliance developments affecting areas of responsibility. Develop communications to appropriate employees impacted by the changes.

  • Process Improvement: 
    • Seek to identify process improvements, improved internal controls and savings opportunities.

  • Other:
    • Assist manager and other HR team members on projects such as negotiations, recruitment assistance, Belmont Stakes Racing Festival.

Qualifications
Minimum Requirements:  


  • Education (minimum): Bachelor’s Degree 


  • Experience:  3-5 year’s work experience 


  • Other Requirements:  CBP/CEBS certification preferred. Ability to work one Saturday a month and to travel to Belmont Park as required.

  • Excellent problem solving, analytical and reporting skills 

  • High level of professionalism, integrity and commitment to quality

  • Excellent communication skills; verbal, written and listening 

  • Ability to create and complete project deliverables and documentation in a timely manner

  • Highly collaborative; team player and change agent willing to take on all tasks

  • Self-starter with a strong sense of urgency and close attention to detail

  • Superior knowledge of an enterprise HRMS solution, reporting and analytics required. ACA tracking and third-party system, applicant tracking, performance management system, document retention systems knowledge.
