Commissioner
The following is a basic outline of the job duties and expectations of the CIF Commissioner. This position is a year-round, part-time position that will be served remotely and report to the Board of Directors. Details of the position will include, but not be limited to:
Familiarity of CIF Governing Documents
The Commissioner will become fully familiar with all league governing documents as to best serve the leagues directors and teams. At all times, the Director of Compliance shall be prepared to explain, address, and rule on all matters related to these documents. This includes keep current on all changes and adjustments that may be voted on by the league directors from time to time. The list of such documents shall include, but not be limited to, the Bylaws, Operations Manual, and Rule book of the CIF.
CIF Bylaws
The league Bylaws serve as regulations and rules created by the corporation designed to control the actions of its members. This critical document address matters such as the creation of new member teams, the active status of each member team, and financial rules in which the teams and league operate within.
CIF Operations Manual
The league Operations Manual is the documentation by which the corporation provides guidance to the member teams and their employees to perform their functions and duties correctly. This manual covers matters such as player transactions, game operations, travel guidelines, and office functions.
CIF Playing Rule Book
The league rule Book has been designed to govern the play on and around the field on game days so as to create high standards and consistence throughout the league as games are played. This document includes regulations on matters such as uniform standards, playing rules, and official’s interpretations.
Directors Calls
The Commissioner will appear on all league owners/directors calls throughout the calendar year in efforts to be available in the event that any current league event requires expertise and interpretation that can be offered.
Compliance Calls
The Commissioner will spearhead and lead all compliance calls, serving as an interpreter, mediator, and ultimately as a judge on all compliance matters. This includes team vs team matters, team vs league matters and all matters between any league entity and an outside person or organization.
Efforts to improve league documents
A continued effort is expected from the Director of Compliance to review the league operating documents and make suggestions where he/she sees fit to adjust and improve CIF governing documents.
Collecting and Tracking all Team Pre-Season Compliance Matters
The Commissioner will set and enforce collection deadlines for all team “readiness” matters such as Arena Leases and Home Game Dates, Workmen’s Compensation and General Liability Insurance, Head coach Contracts, and other related items.
3) Authority of the Commissioner
Rulings on League Matters
The Commissioner will have full authority to rule on all league and league related team matters after a full evaluation and exploratory effort. It is expected that all rulings will be made with full understanding of all related details, clarity of what is written in CIF documents, and consistency based on any previous precedent set.
Enforcement of League Rules and Regulations
The Commissioner shall be empowered to follow up on all league rulings, enforce such rulings, and exercise further disciplinary action where necessary and appropriate to do so.
The Commissioner will make himself/herself available to communicate with all team directors through phone, email, and text messaging as necessary for clarifying league rules and regulations, hearing concerns from these members, and other matters as needed.
Communication with Team Head Coaches
The Commissioner shall be available to communicate with team head coaches as is reasonable at all times.
5) Expansion and Vendor Partnerships
It is expected that the Commissioner spend time promoting the league to potential expansion markets. The Commissioner will be paid a commission for new expansion teams accepted during their tenure.
Vendor Partnerships
The Commissioner will also explore potential league partnerships with vendors. These vendors are, but not limited to, uniform partners, championship ring partners, football equipment partners etc.
